East Driver Entered Service Ahead of Schedule
Targa began operating the 275 MMcf/d East Driver processing plant in the Permian Midland late in the second quarter, ahead of its previously published third-quarter 2026 schedule.
East Driver is the latest disclosed addition to Targa’s Permian Midland processing position. Targa identifies it as a 275 MMcf/d processing plant but does not provide a stand-alone project cost in the cited disclosures.
Allstream analysis: With operations underway, related activity could shift toward reliability services, rotating-equipment maintenance, instrumentation, controls, measurement, inspection and plant optimization. The cited Targa disclosures do not identify new supplier awards or open bid packages associated with the startup.
Train 11 and Delaware Express Expand Targa’s NGL System
Train 11 and the Delaware Express expansion also entered service during the second quarter, adding fractionation and NGL transportation infrastructure to Targa’s integrated system.
Train 11 is a 150 MBbl/d fractionator at the company’s Mont Belvieu complex. Fractionators separate mixed NGL streams into products such as ethane, propane, normal butane, isobutane and natural gasoline.
Targa lists the Delaware Express project at approximately 100 miles. Its Form 10-Q describes the project as an intra-Delaware Basin expansion of Targa’s NGL pipeline system. Train 11 separately adds downstream fractionation capacity at Mont Belvieu.
The projects entered service as Targa continued construction on the next group of fractionation, pipeline and export assets. Targa presents these investments as parts of its integrated NGL system, connecting gathering and processing operations with transportation, fractionation, storage and export infrastructure.
Five Permian Delaware Processing Plants Total 1.365 Bcf/d
Targa has five additional cryogenic gas processing plants under construction in the Permian Delaware with 1.365 Bcf/d of combined published nameplate capacity.
Copperhead is the next plant on the disclosed schedule. The 275 MMcf/d facility is expected to begin operations in the first quarter of 2027. The 275 MMcf/d Yeti plant is scheduled for the third quarter of 2027, followed by the 275 MMcf/d Yeti II plant in the fourth quarter.
Targa’s first-quarter update added Roadrunner III and Copperhead II to the active construction program after the company had previously ordered long-lead equipment for the facilities. Roadrunner III is designed for 265 MMcf/d, while Copperhead II is designed for 275 MMcf/d. Both are expected to enter service in the first quarter of 2028.
If completed and placed into service as scheduled, the five plants could add a combined 1.365 Bcf/d of processing capacity in the Permian Delaware. That figure is the sum of the individual nameplate capacities published by Targa; it is not a company production forecast.
Allstream analysis: Construction across this group could involve cryogenic processing equipment, compression, treating, dehydration, utilities, modular fabrication, electrical and instrumentation systems, civil work, interconnects and commissioning support. The cited Targa disclosures do not identify the procurement strategy, contractor assignments or remaining bid schedules for those potential work categories.
Train 12, Speedway and GPMT Lead the 2027 Logistics Schedule
Targa’s next logistics milestones include Train 12 in early 2027, followed by the Speedway NGL Pipeline and GPMT LPG Export Expansion in the third quarter.
Train 12 is another 150 MBbl/d fractionator at Mont Belvieu and is scheduled for the first quarter of 2027. Train 13, also designed for 150 MBbl/d, is expected to follow in the first quarter of 2028.
The Speedway NGL Pipeline is designed to transport NGLs from Targa’s existing assets and future processing-plant additions in the Permian Basin to its Mont Belvieu fractionation and storage complex. Targa’s Form 10-Q describes approximately 500 miles of 30-inch pipeline and associated infrastructure, with initial capacity of approximately 500 MBbl/d that could be expanded to 1,000 MBbl/d. The project is scheduled for the third quarter of 2027.
At Targa’s Galena Park Marine Terminal, the GPMT LPG Export Expansion includes a new pipeline from Mont Belvieu to Galena Park and additional refrigeration. Targa says the project could increase effective export capacity to as much as 19 million barrels per month, depending on the propane-and-butane mix, vessel size, supply availability and other factors. Completion is expected in the third quarter of 2027.
Allstream analysis: These projects could create demand for fractionation equipment, pressure vessels, distillation columns, pipe spools, pumps, storage and loading systems, line pipe, valves, metering, electrical systems, controls, marine-terminal work, scaffolding, insulation, paint, fireproofing (SIPA) and commissioning services. The cited disclosures do not identify open solicitations or supplier awards for those potential work categories.
Residue-Gas Pipelines Extend the Program Into 2028
Bull Run, Buffalo Run and Forza are intended to strengthen residue-gas connectivity across Targa’s Permian footprint and provide additional paths from processing plants to downstream markets.
The approximately 43-mile Bull Run Extension is expected in the first quarter of 2027. Buffalo Run includes approximately 90 miles of pipeline infrastructure and is expected to enter service in stages before becoming fully complete by early 2028.
Forza is an approximately 36-mile interstate pipeline in the Permian Delaware designed to improve connectivity to the Waha hub. Targa filed a certificate application with the Federal Energy Regulatory Commission on December 3, 2025, and expects the project to begin operating in mid-2028, pending necessary regulatory approvals.
Allstream analysis: Pipeline execution could involve survey, right-of-way, line pipe, coatings, trenching, horizontal directional drilling, compression, metering, valves, controls, integrity work and commissioning. These are potential work categories associated with projects of this type; the cited Targa disclosures do not identify awards or confirmed bid opportunities for them.
Targa Maintains $4.5 Billion 2026 Growth Capital Estimate
Targa continues to estimate approximately $4.5 billion of net growth capital expenditures for 2026 and approximately $250 million of net maintenance capital expenditures.
The $4.5 billion is Targa’s companywide annual growth-capital estimate. It should not be read as the construction cost of East Driver, Train 11, Speedway or any other individual asset. Targa’s second-quarter release does not allocate the full amount across the named projects.
Allstream analysis: For contractors and suppliers, the significance of the capital estimate is the breadth and overlap of the work. Processing plants, fractionators, NGL transportation, marine export capacity and residue-gas pipelines are advancing on parallel schedules across multiple operating regions.
Allstream Perspective
Targa’s second-quarter update is best understood as an integrated infrastructure program rather than a quarterly corporate scorecard. Three projects moved into service, five processing plants remained under construction and the associated fractionation, NGL transportation, export and residue-gas systems continued toward 2027 and 2028 milestones.
Targa describes a wellhead-to-water NGL strategy built around its integrated system. Gathering systems deliver gas to processing plants; Speedway is designed to move NGLs from the Permian to Mont Belvieu; fractionators separate the products; marine facilities provide export access; and the residue-gas projects are intended to strengthen connections among Targa plants, the Waha hub and other egress outlets.
This progression could support continuing work across engineering, fabrication, construction, pipeline installation, rotating equipment, electrical and instrumentation, automation, inspection, integrity management, commissioning and operating support. Targa’s disclosures confirm the project scopes and schedules described above, but they do not announce procurement dates, open bid packages or supplier selections for those supporting categories.
