“Inflation Reduction Act: Navigating the Murky Waters of Compliance and Incentives”
The Inflation Reduction Act (IRA) has many owners and engineering and construction firms scratching their heads as they attempt to navigate the murky and often turbulent waters of compliance to win the bid, manage risk, and understand the available project incentives. Our panel of industry leaders and tax compliance experts dive into this new tax regime to explain what matters to you.
Panelists:
Shawn Daray, Associate, Jones Walker LLP
Prior to Shawn’s practice as a tax attorney, Shawn received his Juris Doctor from Louisiana State University Paul M. Hebert Law Center. He went on to get a Master of Laws in taxation from New York University School of Law. Shawn has been a practicing tax attorney for four years.
Shawn counsels businesses, project developers, community development entities (CDEs), and other nonprofit organizations on the full range of federal tax issues. He has particular experience advising clients on current, industry-specific economic development tax credit opportunities, including new market tax credits; historic rehabilitation tax credits; offshore wind, solar, and other renewable energy tax credits; and carbon sequestration tax credits; among other federal incentives.
Shawn’s clients include upstream, midstream, and downstream oil, gas, and energy companies; manufacturers, retailers, and other energy end users across numerous industries; and participants in public-private partnerships and infrastructure projects. Well versed in the technologies — such as blue and green hydrogen — that are currently the focus of federal incentives, Shawn also recognizes that many of these targeted programs are time-limited. With this in mind, he helps clients develop effective strategies to maximize these opportunities before they expire.
Adam Green, Carbon Policy Advisor, Worley
Adam Green is a graduate of the University of Illinois with bachelor and master degrees in Natural Resources and Environmental Sciences.
He has nine years of experience in environmental regulatory compliance and policy advisory experience.
As the lead for Worley’s Carbon Policy Advisory team, Adam has helped internal and external stakeholders understand the policy and regulatory landscapes for energy transition sectors in major markets across the globe. Adam has a wealth of experience in regulatory compliance and government relations, as well as a comprehension for the variability of policy vehicles utilized by different jurisdictions all over the world.
Brandon Mabile, Strategic Development Manager, Performance Contractors, Inc.
Brandon Mabile is the Strategic Development Manager for Performance Contractors, Inc. and a member of the Steering Team. Brandon joined Performance in 2006 and was named Strategic Development Manager in 2021 after serving as the Texas Regional Business Development Manager for 8 years. Current responsibilities include market intelligence and analysis, business development, government relations, and management of Performance’s industry relations through involvement with professional organizations and non-profits.
Before his involvement in business development, Brandon’s experience includes human resource management, craft training and recruiting, and internal project management.
Brandon is heavily involved in a host of industry and community organizations, and frequently serves as a subject matter expert at various industry events. Brandon currently serves as South Central Regional Vice Chair on the ABC National Board of Directors Executive Committee, and in 2020, he was proudly named the ABC National Young Professional of the Year.

Tiffany Raush, Partner – Construction Practice Team, Jones Walker LLP
Tiffany Raush is partner on the Construction Practice Team at Jones Walker LLP. Ms. Raush’s work as a lawyer is exclusively in support of engineering and construction clients, particularly in the industrial, energy, and infrastructure sectors. For the better part of a year, she was seconded to Wood Group USA, Inc. where she served as Managing Counsel directly responsible for EPC and EPCM projects and litigation across the US and Canada. Ms. Raush is Regional Director of the Gulf Coast Region of the Society of Construction Law –North America; a Rice Global Engineering & Construction Forum Board Member and Chair of the Rice Student Engagement Committee; and Managing Editor of the Construction Law Update, an annual publication by Wolters Kluwer. She is a frequent presenter and author on legal issues affecting the construction industry, including recent articles “Three Sheets to the Wind: Cautionary Tales of Unlimited Risk in Offshore Wind Construction,” Texas Lawyer, March 4, 2022 and “The Choice Is Yours – Or Is It? Anti-Choice of Law Statutes Applicable to Construction Contracts,” ConsensusDocs, September 7, 2022.
