Speaker: Victoria C. Pagano, Environmental Planning and Permitting Group Manager

Tori is the Environmental Planning and Permitting Group Manager in Terracon’s San Antonio office, where she oversees Cultural Resources, Natural Resources, and NEPA staff and projects while supporting client development and agency coordination. A Secretary of the Interior–qualified Principal Investigator, she leads archaeological fieldwork, reporting, analysis, and GIS-based geospatial data management. Tori has worked on numerous archaeological projects across Texas, serving in roles from Field Technician to Principal Investigator and leading Phase I surveys and Phase II testing in compliance with the Texas Antiquities Code, Section 106 of the National Historic Preservation Act, the City of San Antonio Unified Development Code, and the Archeological Resources Protection Act. Her expertise includes technical reporting, artifact and geoarchaeological analysis, digital cartography, permit research and coordination, and project closeout, with academic focuses in GIS data management, geoarchaeology, Texas prehistory, and alluvial geomorphology.

Speaker: Antonio Padilla, Cultural Resources Lead

Antonio is the Cultural Resources Lead for Terracon’s San Antonio office, bringing over 20 years of experience conducting prehistoric and historic archaeological investigations, including aerial and linear surveys, site eligibility testing, and mitigation data recovery excavations. He has served as a Principal Investigator, Senior Archaeologist, and Project Manager on numerous projects, contributing to scopes of work, permit applications, research designs, mitigation plans, and avoidance plans while ensuring compliance with regulations such as Section 106 of the National Historic Preservation Act, the Antiquities Code of Texas, and the City of San Antonio Unified Development Code. A Registered Professional Archaeologist qualified under the Secretary of the Interior’s guidelines, Antonio has led archaeological investigations across multiple U.S. states as well as internationally in Belize, Guatemala, and Ecuador, directing field operations, contributing to academic and professional publications, and presenting at industry forums.

The San Antonio Pipeliners Association (SAPA) is a prime platform for professionals in the pipeline and midstream industries to connect, collaborate, and build lasting relationships. Every month, SAPA members come together for the luncheon at the Embassy Suites Landmark in San Antonio.
