ABOUT:

The Pipe Line Contractors Association (PLCA) is a 501(c)(6) trade association located in Arlington, Virginia. The PLCA was established in 1948 and negotiates labor agreements, encourages safe practices in pipeline construction and seeks the resolution of problems common to all those in the industry. We represent companies that are part of the U.S. oil and gas pipeline construction industry.

PLCA membership is divided into three categories: Regular Members, Associate Members and Honorary Members. Regular Members are union contractors performing construction or maintenance of mainline oil and gas transmission pipelines under the National Pipe Line Agreements (NPLAs) – nationwide collective bargaining agreements with the four industry unions: the International Brotherhood of Teamsters (IBT); the United Association of Plumbers and Pipefitters; the International Union Of Operating Engineers; the Laborers International Union Of North America. Associate Members are vendors, suppliers, and other service providers that support the work of the Regular Members. Honorary Members are individuals recognized by the PLCA for distinguished service to the pipeline industry.

The PLCA’s primary role is to negotiate and administer the NPLA’s and to foster collaborative labor relations between and among its Regular Members and our union partners. We provide legal, labor relations, and NPLA compliance services to our Members to ensure consistent NPLA application and to protect the integrity of our labor agreements throughout the industry. In this key labor relations role, the PLCA is also responsible for naming Management Trustees to numerous multi-employer fringe benefit funds throughout the industry and PLCA attorneys sit as special advisors to these funds.

Beyond our legal / labor relations role, the PLCA strives to provide a robust portfolio of services to Members in areas such as safety, quality, training, and recruitment, among others. The PLCA acts as an advocate on behalf of its Members, as well as to the pipeline construction industry more generally, on a broad range of issues. The PLCA continually evaluates the services it provides and its role within the industry in order to best support its Members.

The day-to-day operations of the PLCA are the responsibility of the Managing Director and PLCA staff. The PLCA staff is guided in its work by the PLCA Board of Directors.

The PLCA staff also operates the Pipe Line Industry Advancement Fund (PLIAF) and the PLCA Scholarship Foundation. The PLIAF advances the best interests of the main line pipeline construction industry by endeavoring to establish good public relations, by promoting market development, education, research and by encouraging the use of contractors for the construction of all mainline pipelines. The Scholarship Foundation awards four-year scholarships to 20 students each year. The children, stepchildren, and grandchildren of Regular Member and Associate Member companies are eligible to participate in the program.
