Phillips 66’s October update highlights a $5 billion, 1,300-mile refined-products pipeline system targeting 2029 and a separate Coastal Bend expansion expected to reach 350,000 barrels per day in early 2027.

Allstream Insiders Summary
Phillips 66 has reaffirmed the 2029 target for the Western Gateway Pipeline, a proposed $5 billion refined-products system designed to move fuel from Midcontinent and Gulf Coast supply points toward Arizona and California. According to Phillips 66’s October 28, 2026, announcement, the project has reached final investment decision. The company, Kinder Morgan and HF Sinclair finalized their joint-venture agreement in August.
Company disclosures describe Western Gateway as a 1,300-mile system with a design capacity of 230,000 barrels per day. Its largest new-build element is an approximately 900-mile, 20-inch and 24-inch pipeline from Borger, Texas, to Phoenix, Arizona, which Phillips 66 is to construct and operate. The project is targeting completion in 2029, subject to permits and regulatory approvals.
The October update also said Phillips 66 expects initial volumes from its Coastal Bend expansion in the fourth quarter of 2026, with full ramp-up to 350,000 barrels per day in early 2027. That release did not restate the expansion’s detailed asset scope, capital value, route, contractors or equipment packages.

What the Western Gateway Pipeline would include
Western Gateway combines new pipeline construction, existing-pipeline contributions and reversals to create a new refined-products supply path to western markets. The partners say the system would connect St. Louis and expanded Gulf Coast origin points with Arizona and California.
- Phillips 66 would construct and operate an approximately 900-mile new-build pipeline from Borger to Phoenix.
- Kinder Morgan would contribute its existing SFPP East Line from El Paso to Phoenix and Tucson, as well as its SFPP West Line from Colton, California, to Phoenix. The West Line is planned to be reversed to enable east-to-west product flows into California.
- Phillips 66’s Gold Pipeline would be reversed to move refined products toward Borger and support supply into the new system.
Phillips 66, Kinder Morgan and HF Sinclair disclosed ownership interests of 49.9%, 35.1% and 15%, respectively. The August final-investment-decision announcement placed the project’s enterprise value at approximately $5 billion, including the value assigned to Kinder Morgan’s contributed existing assets.
What final investment decision means for the 2029 project
The final investment decision moves Western Gateway beyond the planning stage, but it does not establish that every permit has been received or that all construction packages have been awarded. Phillips 66 states that the 2029 completion target remains subject to permits and regulatory approvals.
The named new-build scope provides the clearest physical work definition currently disclosed: a 20-inch and 24-inch refined-products pipeline extending from Borger to Phoenix. Phillips 66’s announcement does not identify the engineering contractor, construction contractor, line-pipe supplier, pump packages, valve suppliers, automation provider, compressor facilities, terminal modifications or detailed construction sequence.
Allstream perspective: A project of this scale can eventually create demand for pipeline construction, line pipe, pumping, valves, controls, integrity work and related field services. Those categories are potential implications of the disclosed system design, not announced awards. Suppliers and contractors should distinguish the FID from a project-specific procurement notice and watch for partner filings, permit records and future tender or award announcements.
Coastal Bend expansion is closer to first volumes
Phillips 66 expects the Coastal Bend expansion to begin initial volumes before the end of 2026 and to reach 350,000 barrels per day in early 2027. That timing places the expansion closer to operation than Western Gateway, whose scheduled completion is three years later.
The October 28 release gives a throughput milestone and schedule but does not specify whether the remaining work includes new pipe, pumps, processing equipment, storage, marine facilities or other asset components. It also does not name an engineering, procurement or construction firm. The 350,000-barrels-per-day figure should therefore be read as the company’s anticipated full-ramp operating level, not as a disclosure of individual equipment capacities or completed work.
Other project updates cited in the quarterly release
Phillips 66 also said Chevron Phillips Chemical continued to progress the Golden Triangle Polymers Project in Orange, Texas, with full operations expected in 2027. The same company update cited a separate Ras Laffan Polymers Project in Qatar with a 2027 full-operations expectation.
The October release does not provide a project budget, construction status, contractor roster or procurement detail for either polymers project. The Texas project is relevant to Gulf Coast industrial activity, but the announcement alone does not establish a newly awarded package or a revised completion date.
Allstream perspective: defined milestones, limited procurement detail
Phillips 66’s update provides distinct timelines for two different infrastructure programs: a 2029 target for the FID-backed Western Gateway Pipeline and early-2027 full ramp-up for Coastal Bend. Western Gateway has the more defined disclosed construction scope and budget, while Coastal Bend has the nearer operating milestone.
For the industrial market, the next decision-useful developments will be permit milestones, right-of-way and construction updates, named contractors, equipment orders, detailed facility scopes and startup confirmation. Until then, the Western Gateway project should be tracked as an FID-backed, permit-dependent refined-products system, and Coastal Bend as an expansion with a company-stated ramp-up schedule rather than a fully disclosed construction package.
